The 13th edition of the Paris Forum: Advancing cooperation in a complex debt landscape

The 13th edition of the Paris Forum was held on 24 June 2026 at the Ministry of the Economy, Finance and Industrial, Energy and Digital Sovereignty, with the support of the U.S. Presidency of the G20.

The Paris Forum is a key platform bringing together representatives from official creditors and borrowers, international institutions, the private sector, NGOs and academics to engage in an open dialogue on sovereign debt challenges.

Titled “Advancing cooperation in a complex debt landscape”, this edition carried particular significance as it coincided with the 70th anniversary of the Paris Club, established in 1956. Discussions focused on: (i) the Paris Club’s ability to adapt to successive changes in the sovereign debt landscape, including lessons learned from the G20 Common Framework and the Paris Club, (ii) the renewal of international dialogue and partnerships, (iii) the strengthening coordination among creditors, and (iv) tools to improve debt data transparency.

An introductory presentation was delivered by Esther Duflo, Nobel Prize in Economic Sciences and professor at the Massachusetts Institute of Technology (MIT), alongside a keynote speech reflecting on the anniversary of the Paris Club by Jacques de Larosière, Honorary Governor of the Banque de France, former Managing Director of the International Monetary Fund, and former Director of the French Treasury.

The Forum concluded with a high-level panel featuring Kristalina Georgieva (online), Managing Director of the International Monetary Fund, Anna Bjerde, Managing Director of Operations at the World Bank, and Emmanuel Moulin, Governor of the Banque de France, moderated by Bertrand Dumont, followed by a closing speech delivered by Roland Lescure, Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty.
